To have independently control RC Contollable Tiny Brite Lights (i.e. not tied to an existing function like throttle or rudder control), you must have a spare channel on your receiver (This provides both the power and RC Control capability)
Please refer to your transmitter's documentation to determine how to map control of reciever channels to switches or dials on your transmitter.

The LED controller has 5 distinct “steps” that are related to the percentage on the control RX channel ("stick" position):
